A Major Milestone for Oregon Recreation

In 2026, the Oregon Legislature passed long-awaited liability waiver reform restoring legal clarity for recreation providers and participants.

For more than a decade, Oregon recreation providers faced an insurance crisis caused by legal uncertainty surrounding the enforceability of liability waivers for ordinary negligence. Ski areas, outfitters, gyms, guides, and nonprofits across the state struggled to obtain affordable liability insurance.

Thanks to the efforts of thousands of Oregonians, recreation providers volunteers, and community leaders, Oregon has now taken an important step toward restoring stability to the outdoor recreation economy.
